Grandview Institution Scholars Attend the Manila South China Sea Dialogue

From 5 to 8 November, the 2nd Manila South China Sea Dialogue was held in Manila, Philippines. Liu Xiaobo, Director of Maritime Research Center, GVI, and Dr. Yi Wushuang, Research Fellow, GVI, participated and delivered keynote remarks.

The Manila South China Sea Dialogue is a 1.5-track forum jointly organised by the Philippine National Security Council, Philippine Coast Guard, civil society organisations, and think tanks. The forum brought together over 100 diplomats, security officials, scholars, and media representatives from more than 20 Asia-Pacific and Euro-American countries to discuss historical and contemporary claims in the South China Sea, maritime environmental protection, regional security, information warfare, risk management and conflict prevention, as well as economic and security cooperation.

Liu Xiaobo spoke on two topics: policy dialogue and risk management in the South China Sea, covering the application of international law, regional military activities, and Chinas experience in risk mitigation and conflict prevention. Dr. Yi Wushuang spoke on freedom of navigation and economic security in the South China Sea, focusing on establishing crisis management mechanisms, reducing maritime incidents, and advancing practical cooperation through humanitarian assistance, environmental protection, and fisheries management to promote regional peace and development.

Against the backdrop of unilateral provocative actions by the Philippines and attempts to involve extra-regional military forces, this international workshop served as an important platform for China to clarify its position, explain its policy, promote understanding and support from the international community, and advance the peaceful resolution of disputes in the South China Sea.
