On April 24–25, the Grandview Institution, in collaboration with the UK-based mediation organization Inter Mediate, co-hosted the 2nd Track II "China-U.S. Dialogue on Strategic Security and Stability."
Participants included former U.S. Deputy Secretary of State Stephen Biegun, former Chairman of the U.S. Joint Chiefs of Staff and retired Admiral Mike Mullen, former U.S. Under Secretary for Arms Control and International Security and NATO’s first female Deputy Secretary General Rose Gottemoeller, and former Commander of the U.S. Strategic Command and retired Admiral James O. Ellis, Jr. On the Chinese side, participants included former Chinese Ambassador to the United States Cui Tiankai, Grandview Institution’s Chief Research Fellow and Director of the Center for Northeast Asian Studies Zhang Tuosheng, and Director of the Grandview Center for American Studies Zhu Junwei, among others. Together, the two sides engaged in frank, pragmatic, and in-depth discussions on issues related to China-U.S. strategic security and stability.
Key discussion topics included: (1) China-U.S. relations under the new Trump administration, (2) Nuclear strategy, nuclear policy, and nuclear posture assessments of both countries, (3) Global nuclear posture assessments, (4) Potential crises and conflicts between China and the United States, (5) Crisis prevention and management mechanisms between the two countries. Both sides acknowledged the existence of significant divergences in the area of strategic security and stability but agreed on the urgent need to strengthen communication and cooperation in key areas.
The dialogue was co-moderated by Claire Hajaj-Calestini, Executive Director of Inter Mediate, and Zhou Jiancheng, President of the Pacific International Exchange Foundation. Ren Libo, President of Grandview Institution, Natasha Groom and Julien Chatel, Project Directors at Inter Mediate, Luo Chunjian, Deputy Director of the Department of American and Oceanian Affairs at the Chinese People's Institute of Foreign Affairs, and Huang Dazhong, Vice Chairman of the Pacific International Exchange Foundation, attended the dialogue as observers.
