Born in Shanghai in 1938. He graduated from Shandong University with a master's degree. He has worked in the Institute of Ethnic Studies of the Ministry of Philosophy and Social Sciences of the Chinese Academy of Sciences (the Institute of Ethnic Studies of the Chinese Academy of Social Sciences since 1977), the China Frontier History and Geography Research Center of the Chinese Academy of Social Sciences, and has been a researcher, doctoral supervisor, and successively Deputy Director and Director. Received a special government allowance from the State Council. He is currently the Dean of the Frontier Research Institute of Grandview Institution and a researcher of the China Frontier Research Institute of the Chinese Academy of Social Sciences. Concurrently serves as the deputy director of the National Committee for the Compilation of Qing History and a standing member of the Xinjiang Think Tank Expert Committee. He has been devoted to the research of the history and current situation of China's frontiers, the history of the frontiers in the Tang Dynasty, the Qing Dynasty, and the history of Weilat Mongolia. Currently, he is mainly engaged in the history and status of China's borderland governance, the study of the history of China's borderland research, and the construction of the theoretical framework of China's borderland science.
